Search for persons and property

The agency searches for all categories of persons specified in Article 3 of the Law “On Private Detective and Security Activities in the Russian Federation”.

Search for a Debtor and Their Property

Russian legislation allows private detectives to participate in the search for a debtor by being engaged by the claimant in the case within the framework of enforcement proceedings (Part 11 Article 65 of the Federal Law “On Enforcement Proceedings”).

For investigation purposes, private detectives are permitted to provide services for locating a debtor, their property, as well as for locating a child based on enforcement documents containing demands for the child’s removal (Paragraph 8 Part 2 Article 3 of the Law “On Private Detective and Security Activities in the Russian Federation”).

If you need to locate property or the debtor themselves, by law, this responsibility lies directly with the bailiff service. However, in practice, a bailiff may take a very long time to search for the debtor and their assets, which gives the debtor a chance to permanently and irreversibly “go into hiding” and, for example, re-register any existing assets to trusted individuals or entities under their control.

A common reason for contacting a detective agency is asset concealment by a bankrupt individual (especially when it concerns expensive equipment) — turning to the services of a detective agency in such situations is one of the most effective ways to return assets to the bankruptcy estate.

After the detective investigation is conducted, the client can contact the bailiff directly with the available information regarding the actual location of the debtor’s property. The bailiff can then seize the property using all their powers within the enforcement proceedings.

Thus, a private detective can provide significant assistance to participants in enforcement proceedings in the shortest possible time. Although the client has to pay for search services, in return they gain a considerable advantage in the speed and quality of the detective’s actions, which undoubtedly affects the swift and effective completion of the enforcement process.

Criminal Search

Searching for criminals can in part be compared to looking for missing persons – they have also disappeared, but voluntarily, and will do everything possible to avoid justice. In addition to the police, private detectives can assist in the search for criminals, including those considered especially dangerous.

For investigative purposes, private detectives are permitted to provide services for gathering information in criminal cases on a contractual basis with the parties involved in the process (Paragraph 7 Part 2 Article 3 of the Law “On Private Detective and Security Activities in the Russian Federation”). This includes conducting activities aimed at locating wanted individuals.

Search for Missing Persons and Those Who Have Lost Contact

This is the most common reason for seeking help from a detective agency.

According to the Russian Ministry of Emergency Situations and the Ministry of Internal Affairs, over 120,000 people go missing in Russia every year – that’s 328 people per day. Of these, almost 50% are men, 31% women, and a significant 19% are children. The vast majority – up to 81% in different years – are found. Up to 90% of missing children are found. The number of people who disappear without a trace reaches up to 17%.

Every resident of a large city should know that missing person searches are not carried out by police alone. Of course, one should first report a missing relative to law enforcement so that an official investigation can begin. At the same time, it makes sense to contact private detectives, who do not waste time on application processing and paperwork, but start the search immediately, while the trail is still fresh.

According to Paragraph 5 Article 3 of the Law “On Private Detective and Security Activities in the Russian Federation”, private detectives have the right to search for persons missing without a trace.

There are no standard solutions when it comes to searching for missing persons. In the very first hours of a private detective’s work, a general picture of the incident is formed and the primary search directions are determined.

Search for missing persons is conducted in all directions:

  • Rapid collection of information about the missing person’s lifestyle
  • Checking hospitals, police stations, morgues, and shelters
  • Establishing contacts that occurred in the last days and hours before the disappearance
  • Identifying reasons that could have driven the person to voluntarily leave home
  • Inspection of the location where the missing person was last seen, if known, and examination of their personal belongings
  • Interviewing witnesses
  • Reviewing social media pages
  • Collaboration with the police and other law enforcement agencies

Search for Lost Property

Paragraph 6 Article 3 of the Law “On Private Detective and Security Activities in the Russian Federation” provides for the possibility of private detectives conducting searches for lost property. Lost property most often refers to stolen or unlawfully retained possessions.

This service primarily applies to cases of material asset theft within enterprises. When investigations need to be conducted among company staff, there is usually a need to involve a polygraph examiner. This detective-polygraph specialist duo is the most effective in internal investigations.
